Tokamachi receives 2–3 meters of snowfall in heavy winters, making it one of the snowiest cities on Earth. It preserves traditional snow country practices and hosts the Echigo-Tsumari Art Field — a large-scale outdoor art project spread across the rural landscape.

Even outside festival years, the Kinare facility in Tokamachi hosts permanent art and local exhibits. The townscape itself, with elevated entryways and thick snow infrastructure, is architecturally interesting.
